Offender is fined 4.5M next yr, or 5% of his budget, but keeps players. For second offense, penalty will be $10 mil AND loss of the player(s) with no option to bid on them the next bidding period.

Additional information as he went over due to a trade. He must cut down to get below cap by the end of the day or it will be done for him (I.e. Pollock will be cut) until he is under cap he cannot make other moves including trades.

This rule was put into effect in 2017 and hasn’t really been looked at since. I feel it is overly punitive to offenders, especially since they still have to make Cuts immediately to correct. We need strong rules, but I don’t want to cut a hand off for someone stealing bread. Royals, one of our newer Managers, was not here in 2017 as many others weren’t as well. For this offense, I’d like to see him fined the exact amount he went over in 2025 Cash. A 2nd occurrence in the same season, would result in a doubling of the fine (2X), n so on. However, for repeat offenders, the last ADDS will be dropped (no say in who to Cut) automatically, any pending trade will be voided unless immediately corrected to keep that offending team under their caps (cash n salary). Since sheets r maintained regularly, we will catch these mistakes quickly n can correct as quickly.
Maintaining our rules is paramount to maintaining a well functioning league, so I don’t want to minimize “crimes” but I also want the punishment to not be so excessive making the Manager want to leave cause now their team is under an extreme disadvantage. This is a Free/Fun league but without rules, it loses some of its appeal.

Probably a better conversation to have in the offseason but would it make sense to change the rule so that an owner has 24 hours to become cap compliant before issuing a penalty? Granted this isn’t a major issue that we see frequently but mistakes happen and I know the preference would be to avoid issuing cap penalties as much as possible. Just thinking out loud.

That was kinda my thought, by current rule penalty would’ve been $4.5M, which obviously seems excessive. I don’t want breaking rules to go completely unpunished, so a $500K (dollar amount he went over) fine for 2025 seems to fit the “crime”, plus he got compliant upon being notified.
If we over via fa bids then the bids should been reversed and he would have to make cuts to show salary cap space. Of course the fine should affect the following season. Given its 1st time offense and we rarely see it happen anymore i agree 500k for the 1st time is fine. back in 2017 and earlier it was a major problem as guys were not watching their budget and would go over constantly.
