IMPORTANT PROCEDURE CHANGES

Ok. Here's the plan as I see it. Chicago has veto authority here. Everyone else please feel free to voice your opinions and we can modify this if needed.

Daily Roster Changes (cuts/waivers/call ups):
I will unlock all teams in Yahoo and owners will now make their own roster moves. This is on the honor system, though I'm sure everyone will be policing this. The procedure will be as follows-
1. Announce your move in the appropriate cashman forum, just as we always have done. THIS IS VERY IMPORTANT.
2. A commissioner (Pirates/Chicago/Twins) will approve the move by replying in the forum.
3. You are then free to process your transaction in Yahooo. (DO NOT PROCESS IT BEFORE APPROVAL.)
4. Pirates or Twins will update the spreadsheet.

Free Agent Bidding
The only change to this process is that each owner will have to process his own yahoo transactions.
1. Submit your bids to the FA BIDS account as always.
2. I will open them and post the results at the appropiate times. (Just as Chicago always has done.)
3. The Pirates or Twins will update the spreadsheets.
4. Once the bid results have been posted, you may process the change on Yahoo.

Trades
Because all teams will be unlocked in Yahoo, you can process trades yourself with the cooperation of the other owner. I presume we all know how to propose and accept a trade in Yahoo. However, DO NOT PROPOSE A TRADE IN YAHOO UNTIL IT HAS BEEN APPROVED BY A COMMISSIONER.
1. Negotiate your trade via PM or email or whatever (just as you always have done.)
2. Post your trade here on the board and have the other owner confirm the trade. (just as always)
3. A commissioner will give approval to process the trade.
4. Go into Yahoo and propose the trade to the other owner. The other owner will accept the trade and the rosters will automatically be updated. DO NOT PROPOSE THE TRADE UNTIL A COMMISSIONER HAS APPROVED.
5. The Pirates and Twins will update spreadsheets.


For special events like drafts and free agency, we will wing it with a community effort.

Assuming these rules changes go through, the use of waivers and minor league callups is ripe for abuse. (Putting pitchers on waivers and bringing them up only for their start, to give one prominent example.) So in addition to the above PROCEDURAL changes, I propose the following RULE change:

1. A player promoted to the majors from the minor leagues or from a waiver position must remain on the active roster for at least 7 days.

Sounds good to me. One question thou. Is waiting for comish approval on trades needed? I don't see a lot of trades that are not approved and it seems like less work cancelling that 1% than holding off on processing. Not a big deal either way, but I would feel a lot better dropping choo now than having to keep checking back to cut him.

I have no issues with the above, except for 1 thing.

In terms of activating players from the minors and WW...
I don't see a need to limit this. The general rule has been to not ABUSE this as it creates a lot of daily work for the few that process the SS and perform the transactions on Yahoo. If every manager has the authority to adjust his roster, then I don't see why we couldn't do this MORE!

Example: I have 24 players on my roster. I have already signed Seung Hwan Oh from the minors and signed him to a majors contract. I call up from the WW, Matt Wisler for his scheduled start, then send him back to the WW and re-call Oh to fill my roster to 25 players.

There are other checks in place like a max innings pitched limit, so as long as my team doesn't exceed that number, I don't see why this would be an issue. Obviously, as a league we still need to post in the forum and managers would have to be honest and we would have to slightly police this. But, if we are going to turn over control to every manager to do the Yahoo transactions, I don't see an issue with this, IMO.

I'm curious to hear others comments regarding this. Maybe I'm overlooking something...

Agreed. It's the managers burden. Plus, they are already contracted and that manager is paying for these people already.

I am still curious what others thoughts are. While this idea sounds good in my head, I wonder if I'm just overlooking or missing something.

im good with all the changes tho i have 1 concern. how are mistakes going to be handled. once someone notices a player that shouldnt have been playing accum stats, whats the adjustment. how to handle the ratio categories like whip?

Take away lowest pick in next draft no matter what it is?

Fine them in Cashman dollars next season in progressive/growing amounts for repeat offenders.

Commissioners' discretion frankly. I don't think Yahoo allows you to make scoring adjustments so the penalties will be harsh. If I think someone did it maliciously (can't imagine cheating will happen, but you never know) that person would be out of the league on the first violation. That's why you have to wait for commissioner approval to make a move.

The only reason is that it effectively gives you 3 extra roster spots for starting pitchers. It's not the purpose of waivers to act like an extension of your bench.

If people really care about being in this league, they will take the time to make sure mistakes are at a minimum. I do think Pittsburgh, Chicago, and Minnesota have done an awesome job maintaining and running this league. I am sure it must take it's toll on them, thanks for all you have done.

Initially it may take time getting used to the new changes, but we are adults and should be capable of doing the yahoo changes. We will need to make sure the waiver wire guys are not added.

If possible, we can update a thread on our page with the current waiver wire guys so the whole league's waiver wire is easily accessed in a single spot. I can do this this week for all the teams.

I know I have bid on guys that have been on other teams waiver wire.
