So if I wanna pick up another FA, can I do the following in FA Bids

I bid on so-n-so for x-money over y-years

and move Alex Cobb over to waivers to make room


Is this allowable, or do I need to do the waiver move first to open the empty slot, and then land my bids?  I saw an earlier post that suggested this was possibly bad form.
