I was hoping I could bring a proposal out to Pitts and the league.
Since the 2016 season has begun, I don't see why we can't put players into waiver spots right after FA is over.
Would it be possible to get a rule change on this? Waiting until day before or day of MLB game one seems awfully prohibitive. I had designs to move Alex Cobb to a waiver immediately, since I am not counting on him until 2017, and also Yahoo and MLB will not DL him until probably days before baseball resumes as is customary with arm surgery recoveries.
If this is a rule change that the league would want to enact in 2017, because you fear I have nefarious reasoning in 2016, sobeit. But I think this is a rule change that is needed, nonetheless.
The 3 waiver spots are very arbitrary. Once I would slot Cobb in there, I can't in/out any other players but him into that one slot. That being said, nefarious reasoning can be costly if that were a motivation. So it is my belief the arbitrary nature of the waiver slots is self-regulating.

So Im not waiting until a day before baseball starts to get to 25? Because I wanna get to 25. I don't want to be tied to the hip with another team that might decide to take a powder until April. I mean I understand the spot I am in is because I my planning or lack thereof, so I don't blame anyone. I just question the wisdom of preventing usage of waivers out of the gate. Whether it is now or into the season, the spots get used. Just feels like I will probably need to drop a player then. Still learning here I guess.
