He must have 2 spots open to up both bids, I believe Toronto is correct in that case.

He can only have 1 current leading bid at a time w only 1 roster spot open. If someone out bids him then he is off the hook for that guy

Currently Texas is the high bidder on all 3 current fa so someone needs to contact him about the rule.
