So, it has come to the attention of the league that the Rangers is running a skeleton crew. Additionally, and perhaps most importantly, the Rangers are 250+ innings under the limit while having healthy, helpful players on WW.
Obviously, not a good situation.
I have an idea what I want to do here. But I want to think it through (and what's the rush?). Look for a future post on the matter.

Ok. Gave it careful consideration. I took into account both the Rangers newbie-ness as well as the obviousness of the roster manipulation (or lack of manipulation!). Decided that the appropriate thing to do was to move the Rangers 1st round pick to the end of the round. So the Rangers will pick last in Round 1. All other rounds will remain the same. I considered everything from losing picks, to moving all the picks back, to losing cap space next year...you name it. This seems most appropriate. I hope Sully understands. We want you in the league!

Update: I spoke with the Rangers and he submitted a convincing appeal. Quick summary, he did not realize that it was 'free' to recall players from the WW. He didn't understand some of the other rules. Also, I'm sensitive to the fact that the team was neglected most of the year before he took control and in fact, most of the innings he is missing were already missing when he took over the team in early August.
All that said, I'm going to remove the draft pick penalty as a result of the appeal. This may not be a popular decision, but I think it is fair to him. As you know, Chicago and I did not have a lot of time to participate in the league in the 2nd half and I think if we had, we wouldn't have had the problem with the Rangers. Usually we catch these things and nip it in the bud. But the fact is that we did not. I think we did not provide the usual level of support to the new owner.
So, the penalty is being changed to a warning. He will be closely monitored next year.
