Just a reminder since the question came up over PM.
Any player (including certain Japanese pitchers in Texas) who are not on a Cashman minor league roster and who do not yet have 50ip or 150ab, are not eligible to be picked up. as soon as they hit 50ip or 150ab, you can blind bid on them.
For example, a certain Japanese pitcher starts Sunday afternoon Saturday evening and after his start has 51ip. He is eligible to be picked up Sunday night! As long as he has his 50ip before the bid deadline (7pm EST).
The exception to the rule is when a player achieves the 50/150 limit on a blind bid day (sunday/wed). In that case, the player is not eligible for signing until the next blind bid period. So in the example above, if the player reached 51ip on Sunday afternoon, you'd have to wait for Wednesday to sign him.

Phillies dug up an old thread that says you can't bid on a player who attained the 50/150 limit if the player achieved the limit on a blind bid day. So the precedent is that a player who achieves the limit on sunday afternoon is not eligible for bidding until wednesday. I will modify the post above to match this precedent.
