In order to avoid the Aroldis Chapman situation from last year. I wanted to clarify how international free agents will be handled for our draft. In the past, we had the rule that anybody listed in the Baseball America database was eligible to be drafted. This was unfair when it came to international players who were signed and added while the draft was in progress. My position is that every team, regardless of draft position/happenstance/and the whims of the BA data entry intern, should be drafting from the same pool of players. Therefore, these are the rules for the upcoming MiLB draft:
1. As always, players with more than 150 at bats or 50 IP in the majors are not eligible.
2. Only players who are in the Baseball America database AT THE TIME THE DRAFT COMMENCES and players who have been granted an exception by the commissioner will be eligible for the draft.
3. In order to be granted an exception, a player must have been confirmed to have already signed with a major league team BEFORE THE DRAFT.
So the way this works...if there are any international players with proof that they have signed a contract with a major league team and you think they should be added to the draft, send me a PM. I will make a public decision as to whether or not they will be added. (Most likely I will add them. Can't think of any reason not to.) I can guarantee that high-profile guys will be added if they have signed before the draft starts (Darvish, Cespedes, I'm looking at you.) If a guy signs after the draft, he'll have to wait until next year (or will be eligible for blind bid once they become 150/50 players.)
I wanted to put this out there as guys jockey for draft position. I think this gives us the fairest system and puts the most talent in the draft as possible.
