From another league
There’s two free agency sections in this here league, a Qualifying Offer era and a regular free agency era. The qualifying offer starts on 12/7, which while I’m typing is tomorrow. I’m not 100% sure I have this right. An expiring contract for one offseason and one offseason only can have a qualifying offer attached to it. That offer is one year for 20 million, but can be bid up from this number. Just like the big boys who do these decisions for real, draft pick compensation is forfeited if you choose to bid on one of these players.

They don't have to be on a rookie guy now just under a certain salary. The interesting thing I think is someone can bid on a qual offer guy and sign them away. If you steal one then you lose a draft pick tho. Could always allow original team to match an offer too

I think I put QO on Soto for the amt but the rest of the league can increase their offer so if someone says I would pay him 25 mil and lost my 1st pick then I would have to choose to match the 25 mil or let him go to the other team.

As someone who has yet to take advantage of the current QO system, I'm not big on changing. That being said, I'm not entirely opposed to it. There's a lot of nuance that will need to be ironed out. For example:
What's the penalty for teams that don't have a 1st Rd draft pick (cough...Minny...cough)?
Is it a Milb 1st Rd pick or Entry? Or either - your choice?
Given that many people don't own their teams 1st Rd pick for a given year, is it any 1st Rd pick? What if they have multiple - do you lose the highest or lowest?
Is the pick forfeited or awarded to the team losing the QO?
It does create some additional strategy...
If 1st Rd picks are forfeited from the overall draft pool, that increases the value of 2nd Rd picks, which is interesting.
You could look to trade down from a high 1st Rd pick to a lower 1st Rd'er to lesson the impact if you're planning to steal a QO, etc.

I like where you're head is at diving into some of the details. I will say altho we do have some fresh blood traditionally things never change in cashman except by executive order. I post some nonsense ideas every now and again that generate some discussion but rarely doesn't it go anywhere. We did talk ad nauseum about qual offer before it was implemented, but again even tho there was a majority of the league it didn't happen until the commish decreed it was so
