if a player is actually promoted to the bigs(maybin) you can also promote him to your current active roster, assign salary/years. he then can be promoted/demoted without penalty thruout the year. at end of year if he has accumulated 150/50 AB/IP you must place him on your final roster or lose him to free agency. if less than 150/50 he is still considered a minor leaguer and can be placed on your roster or in the minors.
if actually promoted, leave him on your minor league roster and save a year. you must decide at end of year what to do with him. keep him or he becomes a free agent
once a year you can drop a minor leaguer in advance of the MiLB draft.

got it. since hughes has over 50ip's he's not considered a minor leaguer. you cant place him in the minors. so.... cut him waive him and you still have him under contract. trade him keep him on active roster, wasting a space. thats pretty much it.
