Draft order is reverse finish for the top half, but bottom half goes in a unique order but basically rewards competing. So if we use cashman example 1-7 finishers would get the last 7 picks like normal, but then the 8th place finisher would get the first pick, 9th place second, and so on. I kind of like it to be honest. I despise tanking.
They have a series of redistribution drafts were you protect someone then draft, then protect some more then draft then protect some more and have benchwarmer draft. The concept of protecting and leaving player unprotected for a rule 5 or redistribution draft intrigues me. Do you leave someone unprotected because of their expensive contract or just keep the best players? How much money do you want to have available for the redist draft? Would the redist. draft come before FA bidding? I don't know but I like the idea of a different wrinkle that is meant to speed up rebuilds and make powerhouses more vulnerable.
There also is an icarus rule where to person who won last year can lose more players than others to make it tough to repeat.

I like the draft order change more than the rule 5/redistribution draft idea. I'd prefer to keep my major league roster. Reworking the draft order would prevent tanking.

I've been proposing my 20 team league adopt a "highest team that misses the playoffs drafts first" format for years. I hate rewarding tanking. Make it work, guys!
