I basically recommended this early on, but Detroit’s % increase proposal gained momentum (until now) n we went that way. As always we over complicate n find flaws with every thing, so I’ll keep it simple...
1. All expiring contracts (including Rookie) that r below $5M, can have a one-time QO of $10M; OR 2. Expiring contracts between $5M-$10M, can have a one-time QO of $15M.
ANY contract OVER $10M will NOT qualify! In addition, this option is 1 per team, regardless of which option u choose. Not every team will use it at these rates, but it’s nice to have the option n at a MAX, only 14 players will b removed from the FA Pool.

Nay If we are going to do this, all players should be eligible. Also, I'd want the same lump sum payment for expiring rookie contracts and expiring FA contracts.

The poll that was taken showed a large majority wanted it open to all players. 9 owners voted in favor of the QO being open to all players. This poll is contrary to what the clear majority of the other poll. Are we using an Electoral College type voting system here?

There is no reason that it wouldn't work. It's just I don't like the increase being a percentage. It makes the players too cheap. The QO should cost more. I prefer a $10m salary increase for the one year. Here is my reasoning: I see the main reason for the QO is to allow owners holding on to rookies and cheap FA finds for one more season. Adding $10m to such contracts would still be under market value. The QO is aimed at the best players. Those that would cost a lot on the FA market. Acuna and Soto (assuming they don't regress) will command more than $15m a year on their first FA contract. The $10m price for these two would be a bargain.
Under 10m plan, it makes a QO for an expiring FA contract more expensive than the 150% plan. While it does not eliminate the QO for players making more than $10m like under the proposed plan, it will result in fewer players get the QO. Most FAs would be too expensive, but gives an owner the chance to keep someone if he wants. This also means that the better players will return to the FA market when the contract expires, and not waiting one extra year. We all like having a lot of quality FAs to bid on each winter.

I'm not opposed to raising the amount or amending the rule, but we need an actual proposal for people to vote on a change to it at this point.
This year Bellinger, Judge, Bregman/Seager, LeMahieu, Jose Ramirez, Trea Turner, and Tim Anderson are possibilities for QO. There are also probably lower level guys or people who get a closer job that are currently middle relievers.
For the last few weeks, I have thought “long and hard” about HOW we could structure this QO so that it penalized teams enough without going crazy, and without not going hard enough. I really like your idea NY. It accomplishes keeping it simple and a reasonable penalty, without going overboard.
I know not everyone wants some sort of staggered structure or sliding scale, but I don’t see a way to make this fair for all players without doing it this way.
Things to consider:
- not all cheap contracts are rookie contracts - not all mediocre players have cheap contracts - not all rookies get a 5 year contract - sometimes a superstar gets a cheap(er) contract - not all managers value draft picks - not every manager scouts minor league players the same, or at all, or well. Luck also plays a part in this too.
We are not all the same. We value different things sometimes. Some of us are more engaged than others. Life happens.
Can we get a check in from Baltimore? Has anyone heard from him? Is he still with us? He’s the only one I can recall hearing from on this issue.

Yeah, thanks Detroit, I agree we were partially frantic to get “something” done n agreed to no matter what...lol!
After reading most comments, for and against, I think my last proposal had the most traction. I think if we raise the Minimum, then teams that were previously against, might change their vote. Here it is, slightly tweaked...
QO’s for ANY player at a 150% increase over last season’s rate, with a MINIMUM of $10M as a valid QO, no Max. Of course, each team can only use it once per year n that player, automatically goes to FA at end of the year. So a Rookie or any other cheap contract, will cost a minimum of $10M for an extra year!
