The Concept in a Nutshell: We are going to implement a hard cap on player salaries. This means there will be an absolute upper limit on the amount of money you can spend on active and cut player salaries.
New cap rule for 2020 Starting in cap year 2020, teams will be limited to a total of $140m in off-season combined active roster and cut player salary.
New cap rule for 2021 For the 2021 season, the limit will be set at $120m.
New cap rules for 2022 and beyond For the 2022 season and beyond, the limit will be set at $110m. Repeal of the 'half-salary' trade restriction rule.
This will require a spreadsheet change to add a field that shows how much a team has spent on active and cut salaries. This number is basically your current cap number, minus all of your cash transactions. To calculate the Pirates' 2019 number, you would add the number from sheet Team, cell G58 ($102m) to the number from sheet Cut Players, cell K65 ($7.8m).
Some teams have already executed several cash trades for future years. These transactions were taken into account when setting these limits.
Getting to a hard cap of $110m still provides plenty of room for cash trades. Also, once we get to the fully implemented cap (2022 cap season), there is no more need for the 'half-salary' trade restriction rule. So in 2022, that rule will be repealed.

The half salary rule was implemented for a couple of reasons. The biggest reason (that I can see) was to keep all teams from tanking early in the season. The hard cap prevents teams from āloading upā on higher salary players.
