Third idea, albeit probably not original.
As a replacement to current Hembree, propose the following.
If a minor league player runs out of years, and faced with dropping or signing you can do either.
-To sign the player, you will have to pay a minimum of $1 million per year for a total of up to 5 years.
-Team who signed player to the $1 mil per year contract will have all MLB tools at his disposal including waivering and cutting player.
