I feel it was important to still be able to assign up to five years on an expired MiLB years player. Someone mentioned somewhere (I think Detroit?), some of the players we are chasing are teenagers. I signed Kevin Maitan few years back?
Hembree as it is currently written, might prohibit me from signing him if he expires on years, b/c he might not be ready until he is 25 years old. Mind you I drafted him when he was, what, 16-17 years old?
So I think it's important to maintain a cap of up to 5 years, but you're re-assigning years now at a $1 mil pop a year.

I like the first part of the proposal to stop the signing of players who do not reach 50/150. I don't like the idea of buying additional years. If you want to draft a 16-17 year old foreign player, you know take the risk that they will not reach the majors in 5 years. The rule change we may want to consider is increasing the minor league signings for a 5 year max to 7 year max. It gives the foreign players more time to develop.

Sorry Brew don't like either proposal, but like what Jays said bout some International Players, changing Max from 5 to 7 years. Keep everything else the same and abolish Hembree Rule. If u want to sign a MiLB player with expired years to a MLB contract that's up to each manager, but it'll take up a roster spot n if u want to open that spot, u'd have to use WW, Cut, or Trade him. Only MiLBers w years remaining can be sent down (same year they reach 50/150 Min) once they r on a MLB contract.
Yeah, I would be in favor of abolishing the Hembree altogether, but I don’t like the idea of buying years. I would also be in favor of not being able to Sign any player until they reach their threshold. And, if their years expire then they would be eligible for the MiLB draft again.
I don’t think our minor leagues needs restructuring. I think being able to assign a max of 5 years to any player leads to a lot more strategy when drafting players in our MiLB draft. Being able to draft the 16 year old and then sign him when he’s 21-22 if he hasn’t made the majors yet is silly. I understand the comfort in our current arrangement, but it only ever applies to a hand full of prospects. Most of us would not sign most of these players who run out of minor years. And, even if we choose to, none of us would sign more than 2-3 max at any time. O’s situation last year was odd, but all of them cleared Hembree by the end of the season. In this case the Hembree rule helped him big time.
I’m not totally against it, but I wish the standard was consistent across all phases of the league.

I would be in favor of getting rid of hembree so if a guys yrs expire and he doesn't make the thresholds he goes to milb. No safety net. I remember when Shelby Miller ran out of yrs and it was a big deal to have number 1 pick then, or so we thought...
There you have it. No safety net. You don't hit the minimum requirements back to the MiLB draft. Simple. No buying years. No assigning certain players to 7 years. Keep it simple.
