1. Have played professional baseball in a foreign country (ie...not a 17 year old latin american signed during the summer signing period.) 2. I must be able to confirm that the player has signed a contract with a MLB organization. 3. Player is not already beyond the 50/150 limits (ie...no Colby Lewis types.)

yup. let's do the same thing again. everyone in the BA database with less than 50/150 is eligible. international FA, if not in the BA database, are not eligible unless you petition to have them added.
so if there is some international FA you want, pm me or the admin.
I do agree on, if lister in BA wrb site, they should be eligible for the draft. If they are not listed, they should not be eligible for the minor league draft. Keep the rules the same. They will become eligible during the season if they are in the majors and get the required 150 AB or 50 IP. Minor leaguers who are not drafted have the same rules, have to wait until 50/150 in the majors, or until the next minor league draft. That will keep it more interesting.
