Can someone tell me his story why he isnt on any team?

I tried to get him from FA Bids, but Im guess I'm making a fool of myself.  Someone explain to me why I cant bid on him?

You cant bid on him until he gets 50 inning pitched/150 at bats in majors. He will likely be one of the top picks in the 2016 milb, which is our minor league free agent draft. The soon to start rookie draft is only for the real mlb just drafted group.
