Each team will have 6 hours to pick an eligible player. If you miss your time you can always come back and select. If you know you will miss your time you can always PM the moderator, with a list of players to choose from or mention 'next best'. You can assign up to 5 years for a high schooler and up to 4 years for a college player.
That's how I've always known it to be. If I could've assigned 5 years to my draft pick that went to college, I would have done this. Did something change somewhere?
Managing years in the minors has been a challenge for most managers. If you want to draft a 21 year old and think it will take him til he’s 26 to make it to the majors, then most likely he’s not a player that will do well at the majors level. IMO, this is not smart. Age years 26 - 28 is considered “prime” years for players to flourish in the MLB.
I have never known this rule as an absolute. It has always been at the discretion of the drafting MGR to determine the term. It’s a waste of valuable years in your minor league system, so why would you want to assign 5 years to a 21 year old??? This is exactly what we were trying to avoid with increasing the number of years in the minors for a year. It is not good management of resources.
This statement is also for people who are “auto drafting” through the moderator. If you draft yourself, I’ve always understood it to be any player, up to 5 year term. College / High Schooler doesn’t matter.

Minny and Detroit r correct, that wording was specific to auto drafting. The Maximum allowed is 5 yrs and Minimum is 1 yr, each Manager decides when they make their selections.
